Removing sand bed

Whats the best/easiest way to remove a shallow sand bed. I am currently struggling with high nitrates, so am thinking of removing the sand and going bare bottom.
Any advice welcome.

The only way i got rid of alot of sand was by sucking it up from a hose when doing water changes but it did take some time to get it all.The problem is getting the sand behind rocks etc as its the main cause of the nitrates
