I would say to go for one of the 100mm lenses if you can. It gives a little more working distance and true 1-1 reproducttion. I think the 50mm needs a converter to get to 1-1

Less than half the price of the lens you gave is the Canon EF 50mm f1.8 II, and it does pretty well close-up focussing down to 45cm from the subject. It's also a faster lens.
A better dedicated macro lens would be around 100mm focal length, but always check the minimum focussing distance for tank shots.
At the moment most of the retailers are coming off the Christmas price promotions.. so it might be worth waiting until the next round of sales.

It's what I call the nifty fifty.. but I've heard that term applied to the 1.4 and the 1.8 called the thrifty fifty.. anyway.. the 1.8 is a nice lens.. very nice for the price.. not up to L (Canon) or EX (Sigma) quality.. but great fun and very creative. Works well for tank close-ups and macro-ish work..
