new hang on refugium

I am struggling with my tank at the moment...

Lots of hair algae.. I am testing the water, RO and can not find the problem and to add to the pain I lost my copperband....

Anyway, I bought a hang on refugium from ebay. It comes with a pump, but I read that the flowrate needs to be very small through the refugium.

What is the best flowrate ?

also at the moment I have a external filter with inline heater.
Can I put a normal heater in the refugium?

Do you need to have a phosphate remover when using a refugium ?
